So, enough! The following list, to be imported into TF2 via the in-game "Blacklisted Servers" tab, will block all servers with fake user counts and achievement or idle servers.
It leaves insta-respawn and expanded limits for now, although a second list is up and coming for those who really don't like them, as a separate file.
The list was in part generated by the very useful blacklisting tool (verified only) and an amalgamation of other blacklists.
To those who worry about idle servers being blacklisted:
